Middle East Business Solutions began in 2003 providing life support and logistical services for DoD contractors supporting the war efforts in IRAQ and Afghanistan.  From inception our services have been geared toward American DoD requirements and business practices. Over the years we have supported over a hundred US DoD contracting companies on multiple OCONUS contracts with over 10,000 employees. Our Clients include 16 of the top 20 US Department of Defense (DOD) and US Department of State (DOS) contractors.  We offer unsurpassed experience and expertise on a full range of quality support services which include: employee sponsorship, accommodations, vehicle leasing, manpower, warehousing and procurement.

MEBS Support Services are designed to alleviate the strain and risk associated with project execution in a foreign country. Our services improve the quality of life and safety of your personnel in country while simultaneously meeting the additional corporate interests of maximizing profit, transparency, strong ethics, adherence to all federal and FAR regulations, local laws, environmental pollution control, and OPSEC security protocol.  We accomplish this with the following:

As American expats with decades of collective work experience in the Middle East in conjunction with local military installations, our operational management team affords MEBS a distinct advantage with our ability to understand and anticipate our Clients’ mission requirements from an American DoD perspective.  We are well versed in host nation policies in relation to procedures related to security, including base access for personnel and vehicles, driving regulations, force protection regulations, OPSEC protocol and base conduct.  MEBS recognizes the importance of providing complete visibility to our Clients as well as completing all paperwork required in accomplishing the mission objectives in line with US FAR regulations.

As expats who have lived abroad in several different cultures to include the Middles East for over a combined 25 years we recognize the paramount importance of having strong local support and knowledge to successful execution.  Our team of local advisors and government relation officers are second to none in navigating the constantly changing labyrinth of business, immigration and labor laws as well as working with local authorities. Their mission is to ensure that our partner companies and their personnel remain compliant with all local laws.

Our Leadership team has extensive experience working directly with US DoD contracting companies on a myriad of different types of projects. This enables us to clearly understand our Clients’ compliance concerns in terms of FAR regulations and pricing structures, transparency, anti-corruption policies, security regulations and bid processes.  We also deeply understand the US Government contracting management systems involving CORs and COTRs and the challenges our Clients must address to meet their objectives.  Please see below for examples of past performance.

All processes are documented with detailed corrective action procedures for major and minor service deficiencies.  Our corporate culture fosters shared employee responsibility for continual improvement, increased efficiency, and systems thinking.

Many DoD contracts require coverage across the SWA Theatre.  MEBS’ strong regional presence allows our Clients to consolidate their local support requirements under one company and one general service agreement.  This means:

  • Simplified vendor vetting and due diligence processes as only one company needs to be cleared.

At the onboarding of each new client and client project, MEBS establishes a communication plan.  The plan

  • defines main and secondary POC for both MEBS and our Clients covering financial approvals and payments, contracts, daily tasking, contract modifications, reporting and emergency.
  • outlines the type and progression of communication suitable for each task.
  • sets up regularly scheduled reporting to track the progress project deliverables and milestones.
  • installs regularly scheduled conference calls to review project progress, preemptively identify and solve any potential issues, and explore ways to improve service quality.

We believe in being preemptive with explaining local laws and regulations and how they affect our Clients projects. In addition to answering all questions we issue early warning notices and newsletters informing our Clients of changes in local laws that may have potential effects on their contracts.  Our philosophy is that the more our Clients know and understand these laws the better they can plan which in effect makes our job easier.

It is important to recognize that due to culture differences “ethics” are not universally defined the same way. Each culture has different values and interpretations of ethical behavior.  Due to our American management, we clearly understand the meaning and implications of “ethics” as determined by American companies and the US Government.    Since 2012 MEBS has been TRACE Anti-Bribery Specialist Accredited (TASA).  At MEBS all of our policies in relation to honest and fair business practices are devised from an American perspective. Upon being hired as well as annually, every employee is trained and evaluated on their knowledge of the MEBS Guide to Business Conduct and Ethics Awareness, Organizational Conflicts of Interest, Anti-Human Trafficking Policy and Procurement Integrity.

MEBS operates on two levels of transparency: operational and financial. All offices utilize the same operational and accounting procedures. This standardization ensures that our Clients receive trusted services which are fully compliant with FAR Regulations. We are versed in the in the necessity to provide cost breakdowns during the bid process.    MEBS is cognizant of the potential US Government audits and when necessary is ready to fully assist with this process

Political turmoil and economic instability inevitably create dangerous conditions for expatriates.  We provide our employees with US DoD provided OPSEC training as well have an evacuation plan for employees that can be adapted as required for our Clients. From a cyber perspective every employee is trained and evaluated on their knowledge of the MEBS Technology Resources User Policy as well as DoD provided Cyber Security Awareness training. From an infrastructure perspective MEBS uses a QNAP NAS device with 256-bit encryption and antivirus to store and protect data.

MEBS is ISO OHSAS 18001:2007 certified. MEBS, our Clients and the USG all place high importance on worker safety.  Beyond being a humanitarian responsibility safe working conditions increase worker satisfaction and decrease potential liabilities costs associated with worker injury.  MEBS provides information, instruction, training, supervision as well as a good equipment and working environment to reduce risk and ensure a healthy and safe working environment for all employees.

MEBS is ISO 14001:2015  certified – Environmental Management Systems.  Protecting the environment is the responsibility of every staff in the organization. MEBS is committed to minimizing any adverse impact on the environment resulting from our business activities.

MEBS uses a proactive accountability training method with its core and project staff members. Training is provided to all staff on the MEBS Quality Management System upon the initial indoctrination to MEBS employment. Annual refresher training is provided to each staff member as well as continuous routine training on the project specific quality processes and procedures. All staff training is monitored and the frequency is defined within the MEBS Quality Management System.
